For this plan to be humane to pigeons, One pigeon feeding area will be needed every 4 blocks, since pigeons are all naturally homers and look for food within the same 4 block area that they consider home. This will also allow people who have relationships with flocks to continue those relationships. Pigeons can actually pick out and recognize photos of people who feed them- they are very smart birds.

You also don't want to crowd pigeons too closely together as that would make them even easier targets for netters, who trap them and sell them to shooting clubs.

Another thing to consider is tourism. NYC and pigeons go together and many tourists enjoy seeing pigeons in our streets and so many movies of NYC show pigeons. You don't want to alter the feel and spirit of our city. BTW- pigeons are one of our oldest symbols of peace and should be treated with care and respect.

Another point I can't help but to make here is with crime, poverty, issues with education & healthcare, why are politicians wasting time trying to manage things that don't need to be managed. Pigeons have been living with people for thousands of years and don't cause disease. Leave the pigeons alone & fix some REAL problems!!
