For either of two reasons this idea would not apeal to Mubarak.He transformed a peace treaty into a cold war treaty .Gaza is what it was meant to be after the48 war i.e. -a surrogate for maintaining a low level war of attrition against Israel.They would not want to either lose Gaza's surrogate function or to incorparate into Egypt a branch of the Muslim Brotherhood-a group from which they already have enough trouble.The Hashemite rulers in Jordan already burdened with a 70% palestinian majority would not want the fomidable bagage that the west bank would bring with its incorporation into Jordan -even if it were (which is highly unlikely)possible to achieve it.
