Do you actually think it is going on only in Brooklyn? I think not!

I agree with what Fran says in ' Narcotics ', BUT in Bloombergs budget he is looking to cut massive millions from the NYPD, the gang that can't shoot straight no matter how excessively they shoot! So cutting their money is going to do what?

He gets money from the state, from the tax payers of the state, and has the nerve to give tax money back to the people of NY City, when that money should go back to the people of the state. The City should be and can be Self Supportive. Since our Rights aren't valid in NYC but privelegdes are, he shouldn't get any money from the state at all.

He is a man of no-party. He does what he wants to - he should be investigated already for his out-of-state gun deals, but neither Spitzer nor Cuomo are man enough to do it.

So to answer your question as to WHY - it's a money maker, more to keep his gun war going, more to show he is out-of-control with not knowing what he is doing, he has a department to take care of that and can shove the blame to some one else AND their budget is about to get cut!

Look where he is now - he's every where but NYC, he's not running for president, THANK GOD FOR THAT, so why is he in other states NOT minding his own business! WE have to watch out for a person like this for he is the same coniving, liar, flip-flop, Rights taker and more, just like Liberal Democrats as in H. Clinton, Obabma and the lot of them = NOT good for any one or any state!
