According to Wikipedia, another illiberal decision of Pres. Clinton was to dispatch captured Jihad terrorists for interrogation abroad. A preferred site was the secret police station in Cairo. Apparently this was done against the legal advice of White House counsel Lloyd Cutler. The authoriztion was presidential directive PDD 39.
