Those are due after the November election, when the real state budget comes out, or in June 2009, when the city faces a second down economic year with no surplus.

Cutting ataxes, borrowing money for "capital spending," and expanding services beyond one's ability to continue to do so when the economy is up and money is rolling in is irresponsible. Raising taxes and cutting services in a recession then becomes inevitable.

Only the City of New York was even slighlty responsible. It was not long ago that conservative pundits were touting the falling federal deficit under Bush, which was strictly a function of the point in the business cycle. As the (free market, conservative) Economist magazine pointed out, Bush drove the structural deficit to the moon.
