I agree with billing the Annans, as well as the rest of the U.N. member states. Unfortunately, even if they are billed for all their "freeloading", we still have to collect the bill. Remember, these third-world freeloaders have had sixty years to perfect the art of avoiding payment for their obligations under the veil of "diplomatic immunity"; an immunity for which abuse of the host country wasn never comtemplated. Better yet, let them rely solely on U.N. security for their protection, ans pull any NYPD protection, if any, which is furnished.

I also wonder what the Anan family and the rest of their U.N. accomplices have been smuggling out of the United States in their respective countries' "diplomatic pouches" without paying import or export duties.
