Wasn't there an article or book published years ago that explained street crime's setting something like this: in the high rise, dense population zones of a city the people are UP -- in their "cells." ... There are no "casual" occupants ON THE STREET or sitting in their porches or patios or kids playing "stick ball!" In the high-rise neighborhoods the "leisure time" folks are in apartments -- quite remote from persons who HAVE to be pedestrians (going to the store or to church and the like). And so there are no "EYES ON THE STREET" to witness, discourage, and prevent personal attacks and robberies and muggings. Was this factor considered by those who voted in favor of an environment with such concentrated population?
