It's a pretty lame argument that because it's a congestion tax, it can't double as a pollution tax (both air quality and greenhouse). It's also a public transport incentive tax. A save parking stations tax. A get healthy and walk tax. A get on your bike tax. How many good reasons are necessary? And if it was about revenue raising, they wouldn't be waving the tax on hybrids.
