I bet the effectiveness of small tank gas attacks in Iraq depends on Islamic law and US ROE. That is in Iraq running away from a small gas attack will get you shot by US troops who assume you are a fleeing terrorist. For a simple gas-free bomb survivors would be assumed to be hunkering under cover or helping survivors.

Additionally Shariah law would not allow women and children to flee homes freely without the head of house or adult male as escort. Not all women obey that law strictly but some do. Those women might be overcome before deciding to risk damnation and flee.

So ironically chlorine bombs kill those most likely to support Al-Quaeda as well as inciting US troops to kill the innocent.

Hopefully these factors would not work in the US.
