I live in a rent stabalized building in Brooklyn. A new neighbor moved in next to me and the stench of cigarette smoke was leaking into my apartment. Worse was that it was leaking through their front door and into the common hallway. My door being next to there's I was hit with it worst, bujt you could smell it all the way down the hallway. One day when I got off the elevator, I heard their front door opening and the man came out to toss his garbage away. He stunk from smoke. But worse was that the hallway now stunk like rotten cigarettes because when he opened his front door to go out to toss his garbage away, and then opened it again to get back in, you could smell that crap pouring out of the apt.

I complainted to the building a few times and nothing was being done. Then I visited an emergency room. Then I sent a copy of the e/r report to the management co. Then they installed a sweeper at the bottom of his door and the bottom of mine.

I think they would have acted sooner to my complaints but I think there too, with the management company, they quite frankly don't really understand the importance of being smoke free, or as safe as is possible. BTW, 2 years later, that same tenant, was evicted for non payment of rent.

I want to also point out that I would like to see more press on the situation of a tenant in a rent controlled and rent stabalized building. Such residences STILL DO exist in NYC. Not everything is co op or condo, or house.
