Joe Biden did use the Kinnock speech. He used it several times and always credited Kinnock, except for this one time when he got caught up in the situation and forgot to do it. The Dukakis man who taped it was later fired and Dukakis apologized to Joe for the whole incident. But then newspapers only print retractions and apologies on the back page, unlike the damaging stuff.
