Obama's position is that if a majority of people in a local community want to ban guns in their community they should be legally able to do so. Longstandingly, local jurisdictions in the USA (such as counties) have the ability to permit or ban the sale of alcohol, or the practice of prostitution or gambling. The sale and ownership of firearms should be put into that type of category, given the diversity of opinion about firearms. He wants to devolve the final decision to local communities in the name of respect for diversity. It is totalitarian to have one decision made in Washington DC imposed on all communities.
