Last time I read through the Bill of Rights I didn't see any mention of booze, hookers or games of chance. But given your interpretation of the Bill of Rights all it takes is a simple majority of a "local community" to overide it. Therefore any local community should be able to decide what religions, speech, searches, seizures, plitical affiliation, etc. etc. are best for their community and if you as the minority in that community don't like it you can just move. The Constitution is not a "decision made in Washington D.C. imposed on all communities." It is the foundation of our rule of law that prevents "totalitarian" decisions from being imposed upon us all by a simple majority of any forms of our government, local, state or federal.
