Special education designation of marginal students will explode under new measuring stick. Due to reimbursement for mandated 'special ed' programs ; schools have added huge numbers of the specialities
ie schools social workers, occupational therapists , speech therapists; psychologists and adding numbers of assistant principals . This will only magnify the numbers while making nice to the teachers unions.
