Just another one of many decorating projects. It's exactly in line with everything Bloomberg. He has dedicated the office of the mayor to projects that are, essentially, nothing more than "decoration" and have zero effect on bettering the day to day lives of the average New Yorker.

As Staten Islanders deal with one of the longest commutes in the nation, it is "pure Bloomberg" to come up with yet another wasteful decorating project that is somehow suppose to make commuters feel like "oh my commute soooooo much better now". Of course high-speed ferries, additional public transportation, a bridge that had all lanes open, or lower toll or express bus charges could never accomplish what an aquarium could.

At least he's consistent.
