The price of oil just hit $104 per barrel; within the decade, cars and car usage will sharply decline in NYC, just because fewer will be able to afford the price of gasoline. This makes it UNNECESSARY to spend millions on thousands of snooping cameras all over Manhattan, and other administrative costs. Just wait 5 years and the "problem" will solve itself!!.
