Re: tax rebate for people who drive and make less than $75,000

This is a terrible idea that will only encourage more people to drive and punishes the majority that doesn't drive (and therefore doesn't cause congestion).

If you have to give a rebate, give a rebate to every New Yorker and let each person decide how to spend it. This solution would help everyone make their transportation decisions without negating the desirable effects of the congestion charge.
