Please stop calling the Congestion charge a tax; a tax by definition is a compulsory charge on incomes and products and is unavoidable. The Congestion charge is a user fee charged to use Manhattan streets at certain times and is easily avoided by using mass transit or entering Manhattan at different times.

Tax is an inflammatory word and as media you are supposedly impartial; by using the incorrect term "tax" you lose impartiality.
