"High rental rates and low vacancies, high demand have made it very attractive to developers to plan and build residential rentals," the president of Citi Habitats....

How about *financing issues for condos* has made it "attractive" to developers to bulid rentals. How has the shift to building rentals been a choice, rather than the only way out for these developers?
