If they are going to introduce a new placard, I hope they have the good sense to start from scratch and eliminate all existing placards.

Otherwise, we'll be facing an enforcement nightmare, and little will change. Wipe the slate clean and start fresh with a drastically reduced # of placards. Since Bloombergs plan was to reduce what he thought was the number by 20%, heshould stick to that target number and eliminate 60% of the larger population of placards that actually exist.
