First, you base your entire very theme on totally uninformed, and, infact, mistaken opinion: the overwhelming majority of Manhattan commerce is generated by transit users and pedestrians, not private motorists.
Your next miss is your omission of the many other problems OTHER than pollution that are caused by congestion. Ever seen an ambulance trying to get through Midtown? And besides, pollution itself is far from solved by fuel efficiency alone.
Further, the idiotic fashion for unnecessarily oversized cars slows traffic even more. Should those people be discouraged from 1. slowing everyone else down and 2. causing everyone else to pollute even more? I sure think so.
Finally, the argument never "shifted" to the subject of funding transit (which would benefit the vast majority of New Yorkers). Almost all proposed pricing schemes were designed as a way to fund transit from the beginning.
Get out of your car and get to know New York's actual people before you write another opinion piece. It's a nice place, and you'll see how safer, calmer streets would make it even nicer.
