It is the draconian tax rates imposed which is killing population growth in NY. About the only thing not taxed is the air they breath. If pols could figure out how to put a meter on your nose, they would tax that too. Want to see business growth and population retention, read and impliment the proposals in the FAIR TAX BOOK by John Lindner and Neal boortz..
