During Bloomberg's administration the City has already lost over $300-million from parking meter revenue alone due to illegal parking permit abuse [Bruce Schaller 2006]. Before any congestion pricing scheme, we need to eliminate the chronic problem of illegal permit abuse. NYC is not ready for a driving tax, let's eliminate parking abuse and get the money back.
