The real issue would arise if the Republicans lose 1 senate seat in the next election and the state senate is divided evenly 31-31. Normally the Lt Governor would break the tie but since there is no Lt Governor that job would fall to the President of the State Senate (who assumes the duties of Lt Governor). But if the senate is evenly divided how can the senate break the tie to deternime the Senate President!!!
