The Mayor is desperate to see his "vision", offering residential tags now as another carrot. Lower Manhattan is in a D.O.T. No Permit Zone - why don't lower manhattan residents have these permits NOW? We don't need residential tags as an enticement now, or as part of the congestion taxing package, we in lower Manhattan have needed residential tags since Day 1. Additionally, everyone knows that 140,000-plus government sector vehicles will be de facto exempt from congestion taxing. Why do we know this? Because parking permit abuse has been rampant all during Bloomberg's administration (and the City has lost $300-million from parking meter revenue alone during Bloomberg's administration). The recent placard reductions, although worthwhile, only reflect how badly the Mayor wants to push this ill-prepared tax scheme.
