The article states a top speed of 704 mph. The speed of sound drops below 704 mph at just over 21,000 ft, Therefore, that top speed can only be achieved in the low atmosphere, where the plane won't spend any significant amount of time, so it will probably never reach that speed.

at its stated cruising altitude of 51,000 ft the speed of sound is about 660 mph, so its top speed at that altitude must be a few mph slower than that, and its cruising speed even slower, somewhere between 600 mph and 650 mph.

Just thought I'd mention that since because 704 number is kind of deceiving.
