What's the difference between the 2000 presidential election results and the Clinton-Obama 2008 primary in which Obama received no votes in 80 districts? Both events discourage black voters and continue a history of disenfranchisement through voter nullification. However, former President Carter and other American go abroad to monitor elections when we need monitors to clean our own nation.

A member of the Board of Elections, Valerie Vazqueq blames the under count on human errors. However, when human errors are not corrected and determine outcomes, they move from the realm of errors to fraud.
