A., you call it a "congestion tax" as if there's something wrong with that.

If the true problem is, as you say, that the city was not designed for automotive traffic (and it is) then it's perfectly natural to combat the problem of congestion by charging those who are causing it and use the proceeds to benefit the people who are part of the solution -- transit riders.
