Just as prior to the start of the Iraq war Bush had a tremendous buildup of troops in Kuwait. He had already made the decision to go to war even though it was still be debated in Congress and the United Nations.

This present buildup of troops in Kuwait shows no matter what the generals, congressman or secretary of defense think Bush has already made his decision to increase troops in Iraq.
