"Under the laws, tenants who make more than $175,000 on average for two years must give up rent protections, but only if their rent is more than $2,000 a month, a threshold it likely will take years for Mr. Paterson's apartment to cross."

It is my understanding that income verification for removing a tenant from a rent-stabilized apartment falls to the landlord. It is the landlord who must initialize proceedings if he/she suspects income over the threshold and these proceedings can begin no matter what rent is being charged.
