Increasingly, the western world has attitudes rather than policies.
The elevating of a general feeling/mood and disposition to the importance of policy is just another symptom of the I-whine-therefore-I-am mentality. In a world where there are no fixed values, the act of airing complaints is the equivalent of actually solving those complaints.
