Clinton has been winning more votes in open primaries because of cross-over Republicans who specifically say they don't even intend to vote for her in November, but can screw with the Democratic primaries to prolong this thing. See Rush Limbaugh's Operation Chaos for an organized example of this.

Even if you want to count the popular vote (which typically leaves out all all votes in the caucus states and counts places like Michigan where she only won 55% being the only person on the ballot, but doesn't allocate the remaining 45% "Uncommitted" to Obama) she's not carrying the popular vote of people who will vote Democrat in November. Even with that organized support from Republicans she's not catching up.

There's really no claim that Hillary is winning by any meaningful metric, including "the will of the people" which popular vote is used to represent.
