This is almost hilarious. I've written notes to G-d and put them in the Western Wall and all of them are pretty much like the ones Hillel mentions. The only thing clear here is that Obama's note is obviously for public consumption and has nothing to do with G-d. Of course, thinking himself to be the Messiah, Obama may feel that he's speaking to himself. Come to think of it, that makes the text even weirder, if that's possible.
