I don't believe that any government agency has the Constitutional authority to confiscate private property from private individuals, since the property confiscated does not pose a safety risk to people. As usual The government in my opinion has over stepped their Constitutional authority. The coins should be returned to the individuals immediately with an apology from the confiscating agency. The government agency in question in a case like this should be formally charged with theft of private property, and the actual officers involved should be jailed awaiting a trial date just like if you or I would walk into somebody's home and steal a large amount of private coins from someone's collection. This action by the government is nothing less than theft of private property.
