I would be curious to learn if the report takes into account the free availability of computers and internet service at public libraries, community centers, and social services program facilities. No doubt these are inadequate to fulfill all the needs of underserved communities, but perhaps the situation is not as bleak as it seems from the article, and is — I suspect — improving.
