The Federal Government is responsible for roughly 10% of all public funding for education. According to the most recent data the Bush Administration budgeted only $56 billion for the Department of Education. If McCain applied that entire budget to vouchers he would only be able to provide the 53 million K-12 students with $1,056 vouchers, hardly enough to help middle class and poor students afford private school.
