Senator Frank Padavan, working with the Queens Civic Congress, was largely responsible for passing legislation that protects homeowners from having their property inundated with unwanted advertisements and other promotional litter in the face of strong opposition from commercial distributors of this material. Now the legislature needs to extend the same protections to tenants and co-op and condo owners.
