If NYC has made educational improvements that help lower performing students but at the same time higher performing students improve as well, then the gap is still there. Given that genetic differences seem not to be a factor, then where is our public dialogue about the root causes of the gap? With the exception of Bill Cosby, Thomas Sowell and few others, there has been little discussion of cultural and social behaviors that seem to set kids up for failure. How can we expect our public schools to "fix" these problems? I think we will continue to squander a good chunk of our human capital until we can openly discuss root causes.
