Mr. Klein awarded no-bid awarded the contract to Alvarez and Marsal citing their ability to save $200 million. He said A&M was the only consulting firm in New York City able to perform such magic. It would be helpful if the DOE would come clean and publish item by item the alleged $200 million in savings. The City Comptroller and the Independent Budget Office should do a through audit of all the no-bid contracts.
