At the time of the Israeli raid in September 2007 the Pantsyr-S1E was still under development. Neither Russia (the developer) nor the United Arab Emirates (the launch customer) had any operational systems at that time. This whole story about the Israelis jamming Russia's latest air defense system is probably just a rumor that people want to believe because it agrees with our preconceived notions about both of these countries.
