We should also remember Secretary-General Ban Ki-Moon's visit to Russia, where in exchange for Russia's promising to finally catch up on its UN dues, Ban did everything but kiss the tops of Vladimir Putin's shoes. He also showered much undeserved praise on the Dictator of Moscow and joined Putin in condemning the US presence in Iraq. Neutrality is something the UN left behind long, long ago. The General Assembly spends most of its time blaming the nations of the world with working economies for the world's ills and passing resolutions lauding murderers while condemning their victims. Then the Security Council fails to stop massacres and ethnic cleansing because a Permanent Member is doing business with the guilty parties. That seems to be its primary function.
