In the long run, the improvements to infrastructure will benefit Beijing and will not have been wasted. Cities such as Barcelona however, with a smaller and non-growing population, will have wasted their expenses on the Olympics. Their stadiums left over from the Olympics are in disuse. Their Olympic village and pavilions are all very clean and beautiful, but again, not used.
