I wonder how much of this paranoia is fear of the city itself. Many of my friends grew up in the suburbs around NYC, maybe 2-3 hours away. To my surprise they had never entered the city limits, they were terrified of it. Even the simple act of walking from one place to another, rather than driving, was extraneous to them. Of course these people wouldn't let their kids take the subway alone, they wouldn't do it themselves!
