Deaf People May Soon Hear Again, Scientists Say

If I understand this correctly, re-growing the cillia is possible so it would only help those people who are, for example, late-deafened adults (born hearing and deaf from cillia damage). This does nothing for deafness caused by any other reason. People who are genetically deaf, or deaf due to other reasons not related to the presence of cillia would be unaffected. Right?
