Great article. All New Yorkers share your plight - don't you think this issue is quite impossible to overcome? The city doesn't have enough cops to enforce this, the fines and stipulations need to be refined and adjusted, and the feeling of helplessness just leads NY to become complacent to noise pollution unless you're the cop giving the ticket. Maybe technological advances can help, like the cameras on traffic lights. Any solution would require big $$, and maybe NY is not ready for that yet. Why don't we start by disabling all horns in Taxis, and having a website or a 311 number for complaints in areas where noise pollution is constant. This way, Mayor Bloomberg has raw data to work with, and target problem areas with efficiency while delegating resources appropriately. Advertising this solution to broadcast media would gain widespread use, and Bloomberg would be able to shrewdly spend only on what is necessary. Or maybe I'm just too hopeful for change.
