I'm confused--why do pedestrians have to be caged to slow traffic? What if there was actual speed enforcement on Park Avenue?

Streetsblog has a longer story on the death of Peter Hornbeck in 2004, and there is a lot that could have been done to prevent his death. The driver's license had been revoked but he was still on the road, probably because there aren't adequate penalties for driving without a license. He was also going 74 miles an hour, with friends in the car and wasn't stopped, wasn't afraid of getting a ticket, and on and on. If we coupled a real public education campaign with red light cameras and traffic enforcement, I believe we could slow drivers down dramatically. We're so afraid of infringing on anyone's right to drive as wild and crazy as the like that we won't do that, which is why we need bollards. Speaking of which, The Times describes a much more modest proposal than lining the whole median with barricades. We're talking about a 3 foot high concrete wall at the end of the intersection,
