There's no need for a debate. Mayoral control is, like everything else Bloomberg, an utter failure. He's restructured the schools at least 3 times in 7 years. Any CEO that needed to restructure every two years with nothing to show for it would have been ousted or indicted. Scores have fallen and the few times they rose, the City got "Flagged" for "questionable" testing procedures. Six schools were set to close because of failing to perform as well. The school bus debacle a few years ago is an excellent summary of Bloomberg's approach to education. He spent $15M on consultants to analyze a $17M expenditure in school buses. When the heck that this hit the radar? Of course their recommendations were initiated in the dead of winter too and it didn't go well. Pure Bloomberg. Mayoral control has been successful though, in its true purpose - to silence the Board of Education and muzzle the teachers' union. Like everything Bloomberg - he just wanted to "rig the table" and he did.
