Please put in plain English what this man is saying. Why have middle-class parents, both black and white, fled the school system? One-sixth of the students are white, the majority of the students poor blacks, Hispanics and ethnic whites (the exceptions are those who go to the specialized high schools where they must undergo tests that demonstrate logical thinking and the ability to count beyond three). The junior high schools and middle schools are largely dysfunctional, most of the high schools are incompetently run, where parents' associations comprise a tiny fraction of the parents, and any student can go to any school if his parents are in the know. I taught at Prospect Heights High School in Crown Heights for twenty years. That school was across the street from the Brooklyn Museum. It might as well have been across the universe.
