While Ms. Pelosi's management of the oil crisis disappoints me, I am much more disappointed by the past seven years of George Bush's lack of action on the oil crisis. His lack of action immediately following the attacks of 9/11 show that we should add one more reason for the impeachment of a sitting president, incompetence. He should have announced the following on 9/12/2001 and I am certain that he could have gotten all these measures passed within seven days. 1. Declare that energy independence is a matter of national defense. 2. The federal government will publish 2-year, 5-year, 10-year, 20-year, and 30-year goals that will show its immediate, short-range, and long-range goals to guarantee energy independence and improve the environment. It shall admit that there are not immediate effects of this initiative but rather our goals are long-ranged and lasting. 3. Quadruple the Army Corps of Engineers, to be used in various points, below. The actual size of the Army Corps of Engineers will be determined based on its actual needs. 4. Announce that the US Government intends to have nuclear, wind, solar, and tide power stations opened and that it will provide grants in these studies. 5. It is the goal of the US Government to reduce its need of petroleum to fuel government automobiles. Set mileage standards and determine where and how non-carbon based systems can be used. Begin to introduce Nitrogen and Hydrogen fuel systems. Government sponsored plans must purchase automobiles that meet or exceed the standards published. These standards will be updated the beginning of each year with the maximum mileage per gallon and all purchase orders must meet this standard. Thus, a purchase order issued in June for delivery of vehicles the following year must require that the vehicles to be purchased can meet or beat the current year's standard. 6. Replace gasoline and diesel burning vehicles that are used in airports by electric powered vehicles. 7. Provide government tax incentives to the next four refineries to be opened. Specifics to be announced. 8. Open ANWR to exploration and production. 9. Open the Bakken area of the Dakotas and Montana for oil extraction. There may be anywhere from 4 billion to 400 billion barrels of oil there. 10. A new import tax will be imposed on all oil imported from non-North American sources. It will start immediately at $1.00 per barrel and be increased every January 1st by $2.00 from now until the tax reaches $101 per barrel and then maintained at that rate by indexing for inflation. 11. An excise tax will be imposed on domestic and North-American oil. This tax will be imposed at the rate of $0.50 per barrel starting next January 1st and increased every subsequent January 1st by $0.50 until the tax reaches $30 per barrel and then maintained at that rate by indexing for inflation. 12. The Corps of Engineers will identify model communities where solar power can be used to generate electricity and hot water. They will work with American vendors to install and monitor these. These communities will be shown as examples of how Americans can significantly decrease their consumption of carbon-based fuel. 13. The Corps of Engineers will design and implement systems at all Department of Defense installations (within the United States) to reduce consumption of carbon-based fuel. They will also implement measures to harvest energy from waste at all Department of Defense installations, where feasible. The Corps of Engineers will eventually expand this bullet to include all federal installations, where feasible. 14. The government will provide tax incentives to open nuclear-powered plants to generate electricity. 15. The government will aid the various bus fleets in replacing gasoline and diesel burning vehicles with clean-air vehicles. The fleets of garbage trucks used by cities will be redesigned to avoid gasoline and petroleum use. 16. The government will work with states and subdivisions to reduce their use of carbon fuels. The Corps of Engineers as well as other federal advisers will be provided to develop and publicize these. 17. The federal government will provide incentives to construct wind-powered energy plants and work to remove any unreasonable restrictions that might be placed in its way. 18. The federal government will provide incentives to construct additional water-powered energy plants in manners that will not require the construction of dams. 19. The federal government will work with the remaining diesel-powered trains to convert them to non-petroleum power. 20. The federal government will work with municipalities to harvest biogas from their waste. 21. Consumer energy-saving incentives will be increased. 22. The federal government will double and then quadruple its strategic oil stockpile. It will release oil when needed to stabilize prices. 23. The federal government will get actively involved in upgrading and maintaining the national grid of electrical distribution. 24. The federal government will publish monthly graphs listing a. American production of oil b. American production of natural gas c. Import of oil from Canada / other sources d. Import of natural gas from Canada / other sources e. Import of other energy from Canada / other sources f. Production of energy by atomic plants g. Production of energy by waste recovery h. Production of energy by solar means i. Production of energy by wind power j. Production of energy by water power k. Production of energy by other means l. Total of oil and natural gas savings due to this initiative
