This is a depressing article. It follows all the usual tropes of one who wishes to blame the victim. The horrible irony of this is that it is a favourite technique of the anti-semite. So the Palestinians brought the disaster upon themselves. Why would anybody do this? Because they are suffering from "illnesses" that compel them towards "self-destructive" acts of war. Apparently this is a genetic condition too that can be found in "successive generations of Palestinian-Arab leaders". Perhaps Mr Foxman has spent too much time reading defamatory statements, perhaps defamation is contagious. I have some rules of thumb when it comes to checking myself for false or defamatory views two of which are; do not blame the victim, and never make generalisations about people.
